Romney hailing US-Polish ties in visit to Warsaw

WARSAW, Poland (AP) ? Mitt Romney is stressing the United States' long ties with Poland as he caps a weeklong foreign tour designed to prove his leadership on world affairs and highlight his differences with President Barack Obama.

The Republican presidential candidate is readying a foreign policy speech for delivery Tuesday at the end of a three-nation tour that began last week in Britain and took him to Israel.

Romney stumbled along the way, inadvertently insulting Brits and angering Palestinians, and was left looking to Poland as a final opportunity to project the image of a leader ready to stand on the world's stage.

The two-day trip to Poland is aimed at Polish-American and Catholic voters in the U.S. and will highlight Romney's stance toward Russia. He has labeled Russia as America's "No. 1 geopolitical foe," a characterization that's not unwelcome in a country that still fears Russia. Poles generally have been skeptical of Obama's "reset" with Russia, and Romney has cited Polish concerns in his criticism of Obama.

He'll deliver his remarks in a deeply Roman Catholic country that for years has favored Republicans over Democrats. This is partly a legacy of President Ronald Reagan, whose efforts helped bring down communism across Eastern Europe, for which Poles remain grateful.

Poland has been a stalwart U.S. ally and significant contributor to military operations in Iraq and Afghanistan. As a former Soviet Bloc nation that has been subjugated by bigger European powers throughout history, it remains particularly worried about Russian policy.

Some in Poland and the neighboring Czech Republic were upset by the Obama administration's decision to revise the Bush-era missile defense plan for Europe, which included sites in both countries.

Romney's visit, campaign officials said, was at the invitation of Lech Walesa, the Polish labor leader who co-founded the Solidarity movement and served as Poland's president during the country's transition out of communism.

Walesa effectively endorsed Romney when the Republican presidential candidate visited him Monday at the Artus Center in a historic neighborhood of Gdansk.

"I wish you to be successful because the success is needed to the United States, of course, but to Europe as well and to the rest of the world, too. So, Gov. Romney, get your success, be successful," Walesa told Romney through a translator.

Walesa suggested Romney's leadership was needed to restore America's position in the world.

Romney is set to meet with Polish Foreign Minister Radoslaw Sikorski on Tuesday before his speech

Walesa's backing is meant to influence Catholics and labor union members in the U.S. But Rep. Marcy Kaptur, D-Ohio, told reporters Monday that the Polish visit "is nothing more than a superficial diversion and a desperate attempt to pander to Polish Americans and Catholics across our country."

"This trip is not going to change the November election," she said.

Romney's visit to Poland was not without controversy.

Campaign officials said the visit to Poland came at the invitation of Walesa, but the current leadership of Solidarity distanced itself from the event and issued a statement critical of Romney on Monday.

Solidarity characterized Romney as being hostile to unions and against labor rights. It emphasized that it had no role in organizing Romney's visit and expressed support for American labor organizations.

That makes sense according to Whitney's thesis as she explained it to Maria Bartiromo last week? the market will reward banks that shrink their staff and their business.

Deutsche Bank (XETRA: DBKGn.DE / NYSE: DB) today provided an update on its strategy review which was initiated on 1 June 2012. The Bank will communicate further results of its strategy review as planned in September.

Cultural change

Deutsche Bank is committed to being at the forefront of cultural change in the banking industry. As part of a range of measures to bring about a cultural change, the Bank is reviewing its compensation practices, in order to address both the absolute level of compensation and the relative balance between rewards for shareholders and those for employees. In addition, the Bank is reviewing its codes of personal conduct to ensure that they are in line with its long tradition of doing business to the highest standards.

Operational efficiency

The Management Board has identified cost savings of approximately EUR 3 billion compared to the noninterest expenses run-rate for the first half of 2012. These cost reduction measures will include changes to the business and revenue model as well as the implementation of a reengineering program aimed at achieving world-class operating performance with flexibility, quality and robust controls. The savings are net of investments to support business growth, and there will be substantial cost to achieve these savings.

As an immediate action to adjust the platform to the current environment, Deutsche Bank will reduce headcount predominantly outside of Germany by approximately 1,900 positions, including 1,500 positions in Corporate Banking & Securities and related infrastructure areas. These measures are expected to contribute savings of approximately EUR 350 million of the overall EUR 3 billion target on a run-rate basis. Measures also include the completion of the already announced activities related to the integration of Postbank, which will contribute savings of approximately EUR 500 million of the overall EUR 3 billion target.

Capital

The Bank has always maintained, and currently maintains, capital ratios which are comfortably above all regulatory thresholds and plans to continue to do so. In response to second-quarter business conditions, the Bank has identified EUR 29 billion of additional risk-weighted asset reductions and capital building measures, beyond those previously communicated. Some of these measures have already been implemented. Therefore, the Bank continues to expect that at the beginning of 2013, its Core Tier 1 ratio including ?phase-in? will be approximately 9%, equivalent to 7.2% on a fully-loaded basis.

By the end of the first quarter of 2013, the Bank?s ambition is to achieve a Basel 3 Core Tier 1 ratio of approximately 10% on a phase-in basis, equivalent to at least 8% on a fully-loaded basis, by means of a wide range of measures to further reduce risk and to build capital organically. The Bank further aims to continue to grow this ratio through the rest of 2013 and beyond. The Bank aims to apply all capital levers at its disposal before considering raising equity from investors.

people at a conference The SEARCH Conference (South East Asian Research Centre for Communication and Humanities) is a multidisciplinary conference whose aim is to bring together practitioners and researchers who are interested in humanity and communication specialities. Held between 28/05/2011 and 29/05/2011, experts in these fields were challenged to introduce and discuss various directions and perspectives in the area of New Media Effects. Organizers of the conference welcomed individuals from different fields and disciplines which relate to the study of humanity and communications to submit papers on various topics. The SEARCH conference held in 2011 featured incredible and insightful speakers drawn from various regions globally. Individuals who participated in the conference got a rare opportunity of acquitting themselves with up-to-date researchin communication and humanity.

Moreover, special focus was directed towards the influences of the new media to the current and future generations. The main topic that resonated during the entire event revolved around social media. However, it is important to note that apart from this topic, there were several sub themes that were covered in the conference. The sub-topics can be divided into six major categories. They include new media governance,ethical issues, creative industries and knowledge economy,thenew media effects on marketing communication; and e-governance, democracy, governance and economics. He called for increased tightening of media control so as to enhance ethical principles in social networks. The second presenter was Prof. Leeuwen from the University of Technology in Sydney. His speech was about diversifying the learning styles from the traditional solitary scholarship in Europe to the recent types of education systems which were renewed during the medieval era. There were several researchers who were working on unique but interrelated topic on shared and critical uses of new media.

Although most of the research studies seemed to be similar to those being carried out in Western countries, each and every work of individual researchers had specific regional perspectives. For instance, Dr. Adrian and Arnie from the University of Utara in Malaysia presented a paper based on privacy perception and the usage of Facebook. The scholars said that most people in Malaysia were most likely to post their personal and private information on social networks like Facebook. In the Malaysian culture, the notion of property is often taken as a shared concept which can be extended to online content. This presents a huge challenge which may potentially clash in the future between copyrighted material and those for public use. Generally, the new media topics in the conference had a huge level of diversity since they encompassed on various issues of modern life. Not only were the discussion regional in nature but they had also had global perspectives

Apple Stock Nearing Critical Short-Term Resistance | Stocks ...

After a huge December to April stock run up that saw every analyst and his brother/sister calling market tops the whole way up (myself included), Apple (AAPL) finally decided to take a breather? but not before every mom and pop retail investor had at least thought about buying, with many getting loud about it in April.

You see, it?s only natural to want in on high-flying, euphoric action. Quite simply, no one wants to be left out. Don?t get me wrong, Apple is a wonderful company; I just don?t like chasing and prefer to get in at ?discount? prices at technical levels I like. In short, Apple stock fell from a high of 644 in April to a low of 522 in May. This much-needed pullback allowed the stock to breathe a bit and for investors to reassess. Back in May I posted two charts on Apple?s near-term pullback objective, looking at the .382 Fibonacci retracement?level of 537, and the A-B-C measured move target of 529. Apple?s intraday low was 522.18 and closing low 530.38 ? not too shabby.
?
From there, the stock rallied back near 620 before selling off after earnings. So that leaves a few important questions: Was the recent rally just a retest of the highs? If so, where could it fall to next? Or is the recent move higher a sign of new highs to come?
?
For help answering these questions, we?ll need to look at the technical charts and consider a few important near term technical levels:
?
1. ?The broken near-term trend line. Apple broke below its near-term uptrend line after its recent earnings miss. It is now (today) technically backtesting this line (currently around 600 and ascending). A break above would be a bullish sign.
?
2. ?The larger picture downtrend line. When Apple couldn?t mount 620, it formed a pretty clear downtrend line and wedge formation. If the stock can clear the backtest (lower wedge line) and the larger picture downtrend line, then the bulls will be back in business.
?
3. ?570 Support. This is the 50% Fibonacci retracement level of the May to July up move. It is also the late June closing pivot higher and lateral support. In short, a?sustained break of the 570 support area would hint at lower prices. So, in summary, if?Apple fails to sustain a break above the larger picture downtrend line, then investors should watch 570, for a break of this level could usher in the possibility of a larger picture A-B-C move, making the initial A-B-C move a fractal.

Colangelo still hopes Coach K will be back in 2016

LONDON (AP) Jerry Colangelo will see if he can persuade Mike Krzyzewski to return as U.S. men's Olympic basketball coach.

Krzyzewski has said he believes the London Games will be his last time coaching the national team. Colangelo says he thinks that is probably true, however, the USA Basketball chairman adds that he's "not 100 percent sure myself that he's done."

Colangelo says he will discuss the future with Krzyzewski at an appropriate time.

After Krzyzewski led the Americans to the 2008 gold medal, Colangelo secured his commitment to return for another run over pizza and a bottle of wine. Colangelo said Monday that they'll "have pizza and wine again. We'll see if it works a second time."

Krzyzewski says they can worry about that if they win.

North Korean lifts three times his body weight at Olympics

With the feat, North?Korea's?Om Yun Chol on Sunday joined an elite group of weightlifters. He gave thanks to North Korea's late leader Kim Jong-il.

North?Korea's?Om Yun Chol on Sunday joined an exclusive group of weightlifters who have lifted three times their body weight in the clean and jerk.

Mr. Om, who stands just 1.52 meters tall, also set an Olympic record when he cleared 168 kilograms in the clean and jerk in the men's 56-kilogram category ? and immediately gave all the credit to late?North?Korean leader Kim Jong-il.

"How can any man possibly lift 168kg? I believe the great Kim Jong-il looked over me," Om was quoted as saying by the Olympic News Service.

Om's achievement was even more impressive considering he was competing in the "B'' group with lower-ranked lifters. Medal contenders generally compete in the "A'' group scheduled for later Sunday.

Om's record lift was also surprising because he was ranked just 11th in the world in 2011 and the best clean and jerk he registered last year was 156 kilograms at junior worlds.

But the crowd was so supportive of all the lifters that even a?North?Korean was backed as though he were a Brit.

Om cleared 160 and 165 kilograms on his first two attempts and got the crowd even more riled up when it was announced he would go for the Olympic mark. Om then confidently squatted to grab the bar and, after securing it at his shoulders on the clean, executed a powerful and steady jerk above his head.

"I wanted to lift a big weight and make the other athletes nervous," Om said.

He then had to wait to see if any lifters in the "A'' could match his 293-kilogram total later Sunday.

Only a handful of lifters have cleared three times their body weight before, including Halil Mutlu and Naim Suleymanoglu of Turkey.

"I believe Kim Jong-il gave me the record and all my achievements. It is all because of him," Om said.

North?Korean athletes routinely heap praise on Kim and the?North?Korean people whenever they win gold medals.

When weightlifter Pak Hyon Suk won the women's 63-kilogram division in Beijing four years ago, she said she was "overjoyed" by the fact that she had brought joy to Kim.

Meanwhile, O Jong Ae, who got the bronze in the women's 58-kilogram class in Beijing, apologized for not doing better.

"I wanted to bring joy to the?North?Korean people. However, I failed to do so, so I am very sad and sorry," she said in 2008.

China divers hunt for Olympic gold

China will be looking for more Olympic gold in the pool Sunday as Wu Minxia launches their bid for all eight diving gold medals, with her attempt at a third straight synchronised three-metre springboard Olympic crown.

After a pulsating start in the pool Saturday when Ryan Lochte sunk record-chasing Michael Phelps while China's Sun Yang and Ye Shiwen wrote their name in the record books, Wu can leave the London Games as the most successful Olympian in the sport along with the retired Guo Jingjing.

To make the mark the 26-year-old diva diver needs to win both her springboard events and so add to her current tally of four medals.

Wu, who will team with He Zi, won the last two synchronised gold medals with Guo in Athens and Beijing and is an overwhelming favourite to successfully lead off China's quest to unite every Olympic and world diving gold medal.

World champion Qiu Bo, likened to a "robot" by his British rival Tom Daley, is expected to further enhance his glowing reputation in London.

The 19-year-old Qiu, who won two gold medals at last year's world championships, will partner Lin Yue in the men's 10m synchronised platform and take on the challenges of Daley and Australia's Matthew Mitcham in the individual platform.

British poster boy Daley, who relinquished his world title to Qiu last year, clings to the hope the Chinese superstar will crack under pressure, pointing out that he has beaten him four times in competition.

"Pressure sometimes gets to him. You have to be able to dive as well as him to put pressure on him. Because if you don't put pressure on him he's not going to buckle. So it's tough," Daley said.

Defending champion He Hong faces a challenge from Canada's two-time Olympic silver medallist Alexandre Despatie in the springboard event, while Qin Kai and Luo Yutong are the world champions in the synchronized springboard.

Chen Ruolin will defend her Olympic title in the 10m platform, and team up with Wang Hao in a bid to retain platform synchro gold.

Sunday's second full day of action sees 14 gold medals up for grabs, with highlights including American swimmer Missy Franklin, competing in seven events in London, beginning her individual programme.

In other highlights Marianne Vos of the Netherlands, one of the world's most decorated women cyclists, will go into the women's 140 km road race as the hot favourite on Sunday and ready to put past world and Olympic disappointment behind her.

"It will be a tough race but I do not think I can be satisfied with silver or bronze," said Vos.

"Am I stronger than ever? Yes, I think I can say that."

Lizzie Armitstead is the hosts' big gold hope if the race finishes in a group sprint, while defending champion Cooke gives Britain another option.

"Most people are going to be watching Marianne Vos, she's going to be heavily marked and that will be an advantage for us," said Armitstead.

Vos is not Britain's only obstacle to possibly claiming gold a day after Mark Cavendish's bid to give Britain a golden start to the Games.

Giorgia Bronzini has won the past two world championships thanks to winning sprints, and her Italian team-mate Tatiana Guderzo won the 2009 edition.

"She's shown that she can win in the big moments, she's a two-time world champion and she's ready for this, I'm sure," American sprint specialist Shelley Olds told AFP.

Germans Judith Arndt and Ina Teutenberg are, along with Vos, Cooke and the Italians, the most experienced racers in the women's peloton.

But Olds believes the Italians' long love affair with the sport -- and their ability to race as a cohesive unit -- could give them the edge.

Elsewhere five-time world champions, Slovakian twins Peter and Pavol Hochschorner will be bidding for another Olympic gold showing when the canoe slalom gets underway.

The Hochschorners became the first slalom canoeists to win three Olympic gold medals four years ago, and the pair are focused on going even better in London.

But the twins will be up against Czech pair Jaroslav Volf and Ondrej Stepanek, who have claimed two Olympic medals, one world championship title and three European championship titles, but remain in their Slovak rivals' shadow in terms of topping the Olympic podium.

Also Sunday triple Olympic champion Ben Ainslie will lead home hopes in the sport of sailing in which Great Britain leads the all-time medals table with 50, including 25 golds.

Ainslie and his fellow mariners will have the particular attention of International Olympic Committee (IOC) President Jacques Rogge, who represented Belgium in the event in three Games.

On Saturday Lochte's 400m individual medley showdown with Phelps turned out to be a no-contest as he dominated to win in 4min 05.18sec, ahead of Brazilian Thiago Pereira and Japan's Kosuke Hagino, with Phelps back in fourth.

"It was just a crappy race," Phelps said. "I felt fine the first 200 and then I couldn't really go the last 100."

Phelps has another six events to go. But Lochte was not the only star of the first full day of action as Sun became China's first ever male Olympic champion in the pool, with a commanding swim in the 400m freestyle.

Sun's clash with champion Park Tae-Hwan was also much anticipated, but it almost didn't happen after the South Korean was disqualified from his heat for a false start, before being reinstated after an 11th-hour appeal.

Indiana Tax Reporter: Falling Property Values Push Assessed ...

The slump in the housing and real estate market values may have an adverse effect on county government in the coming years say officials in the county assessor and auditor offices.

Both offices are in the process of finalizing the 2012 assessed and net certified values which will show up on property taxpayers? 2013 bills released next spring, but the early figures from County Assessor Jon Snyder estimate the county?s total assessed value will be about $13.1 billion compared to $13.4 billion in 2011, a drop of $360 million or 2.7 percent.

Snyder said his office submitted real property assessed figures to the Indiana Department of Local Government Finance on July 2 and personal property figures on July 10, one of the first five counties in the state to do so and is ahead of the curve with on-time billing ahead of last year.

County Auditor Bob Wichlinski said he expects to have the net assessed values figured by next week?s Aug. 1 deadline, which will then be sent to the state for further evaluation. He said it is too early to say what the official figures will be since the state has the power to set the final 2013 budgets and the tax rates, which are not due until February.

The largest AV dips occurred in the county?s two biggest municipalities. Portage City?s AV dropped nearly $120 million according to unofficial figures, going from $2,299,319,564 in 2011 to $2,179,439,915 in 2012. Valparaiso saw a similar decline, going from $2,516,432,730 in 2011 to $2,404,617,110 in 2012, a difference of about $112 million, the unofficial figures suggest.

But not all of the county?s 29 taxing units are projected to see their AVs decline. Thirteen could see increases.

The taxing unit with the largest AV growth according to early figures was in Duneland. Thanks to the new $210 million hospital on the corner of Ind. 49 and U.S. 6, Liberty Twp. saw the biggest jump in AV of about $39 million. Behind it coming in with the second and third largest AV increases were two more Duneland units, Beverly Shores with an increase of $14.9 million and the Town of Porter with a rise of $13.6 million.

From Duneland?s 12 taxing units, only four showed decreased AV results in the assessor?s unofficial figures. Those were Chesterton-Westchester (-$47.8 million, a 5.4 percent drop) Jackson Township (-$18.4 million, a 3.3 percent drop), Westchester Township (-$17.7 million, a 10.7 percent drop) and Chesterton-Jackson (-$4 million, a 10.6 percent drop).

The other Duneland units showing increased AV values were Burns Harbor (+$6.9 million), Pine-Duneland School District (+$3.4 million), Chesterton-Liberty (+$2.4 million), the Town of Pines (+$1.5 million) and Dune Acres (+$832,800).

The three Chesterton taxing units combined showed a negative difference of $49.4 million in unofficial figures.

Other notable decreases throughout the county include a $49.2 million drop in Center Township?s unofficial 2012 AV, a $38 million drop in Ogden Dunes, and a $37.5 million drop in Porter Township.

AV increases were seen in the taxing units of Valparaiso-Washington Twp. (+$10.9 million), Pine- Michigan City School District (+$10.6 million) and Hebron (+$8 million).

The new figures come from the most recent countywide reassessment which was completed by Snyder?s office this year in accordance with the state?s March 1 deadline.

Snyder said his office expects to mail out the final assessment figures to taxpayers in early October, about the same time as last year. Taxpayers who wish to appeal their values then have 45 days to do so, he said.

Lower assessed valuation generally drives tax rates higher, while higher AV totals tend to drive tax rates lower.

Higher tax rates will cause more properties to hit the state tax cap circuit breakers: One percent cap for owner-occupied residential properties, two percent for multi-family dwellings and agricultural land, and three percent for commercial property or other real property.

Wichlinski said whether a property is located within a tax increment finance (TIF) district or a conservancy district is another reason a tax bill may go up or down.

Property owners in the Duneland School Corporation can expect to see an additional item on their 2013 bill with the passing of the corporation?s referendum to increase the property tax by 22 cents per $100 of assessed value, Wichlinski said.

KKR defies market with sterling second-quarter earnings

(Reuters) - KKR & Co LP bucked a declining trend among alternative asset companies to report a sterling 73.4-percent jump in quarterly earnings on Friday, driven by successful exits from private equity investments and a rise in the value of its portfolio.

Fears over the euro zone's debt crisis and faltering global economic growth have weighed on the valuation of private equity portfolios of firms such as Blackstone Group LP and Carlyle Group LP , often mirroring stock market declines. KKR's portfolio has proved more resilient.

KKR's private equity portfolio appreciated 5.1 percent in the second quarter, while Blackstone's portfolio lost 4.2 percent of its value and Carlyle's portfolio depreciated 2 percent.

"Against a challenging economic and capital markets backdrop, we are pleased with our results," KKR co-founders and co-chief executives, Henry Kravis and George Roberts, said in a statement.

A major driver of KKR's gains was Walgreen Co's investment in pharmacy group Alliance Boots GmbH. The biggest U.S. drug store chain said last month it would pay $6.7 billion for a 45 percent stake in the KKR portfolio company.

Although KKR has yet to book the money to be paid by Walgreens, the deal resulted in a huge mark-up of Alliance Boots in its portfolio, with the company's value on its balance sheet jumping from $391.7 million as of the end of March to $650.6 million as of the end of June.

KKR said second-quarter economic net income (ENI), a measure of profitability taking into account the mark-to-market valuation of its assets, rose to $546.1 million in the second quarter from $315 million a year ago.

This significantly exceeded analysts' expectations. After-tax ENI per adjusted unit was 74 cents, compared with the average forecast of analysts polled by Reuters of 16 cents.

Gains came mostly from investment income, originating from balance sheet investments, rather than its funds. KKR does not distribute investment income to public shareholders, so distributed earnings were up only 1 percent to $104.5 million.

The second-quarter distribution per common unit was 13 cents, compared with 11 cents a year ago.

KKR, whose investments include retailer Toys R US Inc, Internet domain registration company Go Daddy Group Inc and hospital operator HCA Holdings Inc , said assets under management dropped to $61.5 billion at the end of June from $62.3 billion at the end of March due to payouts to investors.

KKR was founded in 1976 by Kravis, Roberts and Jerome Kohlberg. The firm gained fame through its $25 billion leveraged buyout of RJR Nabisco in 1988, a battle that was immortalized in the 1990 bestseller, "Barbarians at the Gate."

While private equity still accounts for most of KKR's assets under management, the firm has been diversifying into credit and hedge funds and last month announced the acquisition of Prisma Capital Partners LP, a hedge fund of funds manager with $7.8 billion of assets under management as of April 1.

On Friday, KKR said it would start a new capital markets business in joint venture with Stone Point Capital LLC will target middle-market and private equity-backed companies as well as make principal investments.

Until now it was thought that fin whales in the Strait of Gibraltar and the Alboran Sea made up part of the distribution of this species of whale in the Mediterranean. However, an international team of scientists led by a Spaniard has revealed that their population has been overestimated by including specimens from the Atlantic that visit at certain times the western Mediterranean, where the noise generated by human activity affects their survival.

In 1991 the fin whale (Balaenoptera physalus) population in the Mediterranean Sea was estimated at 3500 specimens. A new study, published in Marine Mammal Science, now shows that this record included specimens from the Atlantic, and suggests that the distribution and size of the current population of this whale, which is threatened with extinction, should be reconsidered.

"The Mediterranean population has easily been overestimated, as the census included the whole of the southeast Mediterranean, incorporating Atlantic fin whales within the Mediterranean census", reported Manuel Castellote, the lead author of the study and researcher in the National Oceanic and Atmospheric Administration (NOOA), Seattle (USA).

The research team analysed 29,822 hours of recordings of the songs emitted by these marine mammals ?which can reach a length of 27 metres, and are the second biggest cetaceans in the world? in order to identify the distribution limits of the Mediterranean fin whale and those of the north Atlantic fin whale in the Straits of Gibraltar, where the two populations overlap.

The results reveal that the presence of fin whales in the areas of the Straits of Gibraltar and the Alboran Sea ?southwest of the Mediterranean? is exclusively limited to Atlantic fin whales that visit the Mediterranean Sea, above all in autumn and spring.

As a consequence, "the population of Mediterranean fin whales presents a much more limited distribution than currently described, excluding a significant region of the western Mediterranean", confirms Castellote, who highlights the fact that this region had previously been identified as a feeding area.

The importance of the study is the critical state situation of the whale in these waters where it is the only mysticete (it has a baleen instead of teeth). The species is particularly susceptible to collisions with merchant vessels and ferries, which is the main cause of fin whale mortality.

Among other threats, an "insufficient" knowledge of their basic ecological characteristics such as distribution and population size stands out. For the biologist, "from a conservation point of view, it is essential to understand the geographical distribution and population size of the Mediterranean fin whale, because if not, appropriate management methods cannot be implemented".

The danger of undersea noise

Maritime traffic and geophysical exploration ?including the search for hydrocarbons? "drastically" reduces the song effectiveness ?linked to reproduction and which propagates hundreds of kilometres beneath the Sea? of the whales, which are also the group of marine mammals with the greatest acoustic sensitivity at low frequencies. "The noise generated through human activity in the oceans leads to possible chronic effects on the health of this species", Castellote states.

To control these threats the same researchers identified in another report the possible impact of noise generated by human activity on the acoustic behaviour and geographical movement of the fin whales in various regions of the Mediterranean Sea and in the northeast Atlantic.

After analysing 20,547 hours of recordings of the sounds emitted by the whales, the study published in Biological Conservationindicated that the whales modified the characteristics of their songs in order to try to reduce the impact of noise on their propagation.

In addition the researchers recorded a massive displacement of fin whales, triggered by the noise from geophysical prospecting at a distance of 285 km from the study area. "These recurrent displacements, together with the changes in acoustic behaviour, could increase the energy expenditure and reduce the reproductive success of whales affected by the noise", the expert indicated.

In the long-term the consequences for these mammals are clear: chronic effects which impact on their survival emerge. "Noise in the marine medium, despite being recognised as a significant pollutant, is far from being controlled and regulated within the waters of the Exclusive Economic Zone of Spain", warns Castellote.

Spain seeks French support as eurozone crisis deepens

Beleaguered Spain sought French support in the face of its soaring borrowing costs Wednesday as Europe's economic crisis deepened with a slump in German confidence and worsening British recession.

After talks in Berlin Tuesday, Spanish Finance Minister Luis de Guindos met French counterpart Pierre Moscovici in Paris as the eurozone tries to contain fears Spain may be headed for a full bailout.

In Berlin, de Guindos and German Finance Minister Wolfgang Schaeuble had issued a joint statement saying Spain's borrowing costs do not correspond to its economic strength or the "sustainability of its public debt".

A German finance ministry spokesman denied Spain was seeking a new bailout, saying: "This is wrong, it is not on the agenda."

Storm clouds were meanwhile gathering over Europe's top economy, with data showing that business confidence in Germany dropped again in July as companies grow increasingly wary of fallout from the eurozone debt turmoil.

The Ifo economic institute's closely watched business climate index dropped to 103.3 points in July from 105.2 points in June, a slightly steeper decline than analysts expected. It was the third month in a row the index fell.

New data also showed that Britain, a eurozone outsider but closely connected to the bloc's economies, suffered a worse-than-expected 0.7 percent contraction in the second quarter as recession tightened its grip.

De Guindos's meeting in France came after Spain sparked anger Tuesday by issuing a statement reportedly on behalf of Madrid, Paris and Rome expressing impatience at a delay in major eurozone financial reforms.

France and Italy immediately denied they had joined in the call, which would have likely been interpreted as a thinly disguised challenge to Germany.

But on Wednesday the French government spokeswoman said President Francois Hollande wanted "rapid and firm implementation" of the reforms agreed in June to support banks and growth.

"The president's message is basically that states must have a reactivity equivalent to that of markets," Najat Vallaud-Belkacem said.

Hollande told ministers at a cabinet meeting Wednesday that "the decision of the European Council at the end of June absolutely must be implemented rapidly and firmly," she told reporters.

The reforms are part of an accord struck in Brussels that paves the way for the eurozone's 500-billion-euro ($600 billion) bailout fund to recapitalise ailing banks directly, without passing through national budgets and adding to struggling countries' debt mountains.

But this can occur only after a Europe-wide banking supervisory body is set up, with leaders aiming for that to happen by the end of the year.

Ratings agency Moody's on Tuesday delivered bad news for the bailout fund -- the European Financial Stability Facility (EFSF) -- by lowering its outlook from stable to negative, a day after threatening the triple-A credit ratings of Germany, The Netherlands and Luxembourg.

The EFSF, which was established with a total lending capacity of 440 billion euros, is to be replaced eventually by a 500-billion-euro permanent rescue fund called the European Stability Mechanism.

Economists increasingly agree that a eurozone bailout of up to 100 billion euros agreed for Spain's banks will be insufficient to get the country through the crisis brought on by a collapse of its real estate boom in 2008.

One Spanish region, Valencia, has already requested help from the 18-billion-euro fund set up by the central government to rescue struggling regions and another region, Catalonia, has indicated it may do the same.

Spain's borrowing costs have hit their highest level since the country adopted the euro, with yields on 10-year government bonds hitting 7.621 percent Tuesday -- the levels that forced Greece, Ireland and Portugal to seek EU-IMF bailouts.

But the yield eased on Wednesday to a still high 7.376 percent. The euro meanwhile gained to $1.2127 after striking a two-year low of 1.2043 on Tuesday.

Analysts said Spain needs either a bailout or market intervention by the European Central Bank to force its borrowing costs down by buying bonds.

The ECB has done this before but it is not clear if it is ready to step in again now without clear backing from the major eurozone states, especially Germany.

European Commission president Jose Manuel Barroso meanwhile protested against efforts to cut the 2013 European budget, saying they undermine plans to promote growth and jobs.

In a letter to European heads of state and government, he lashed out at plans to cut the draft budget by five billion euros ($6.1 billion).

L.A. moves to ban marijuana shops

LOS ANGELES (AP) ? Unable to rein in hundreds of medical pot shops that blossomed around the nation's second-biggest metropolis, the Los Angeles City Council banned them Tuesday until the state's highest court weighs in.

The 14-0 vote drew an angry, profanity-laced response from some medical marijuana advocates who attended the council meeting.

Mayor Antonio Villaraigosa was prepared to sign the ordinance, according to his spokeswoman, Vicki Curry. The storefront ban would then go into effect after 30 days.

In the interim, letters will be sent to as many as 900 dispensaries advising them of the ban.

The city has fumbled with its medical marijuana laws for years, trying to provide safe and affordable access to the drug for legitimate patients while addressing worries by neighborhood groups that streets were being overrun by dispensaries and pot users.

"Relief is on the way," said Councilman Jose Huizar, who introduced the so-called "gentle ban."

Many cities have struggled with medical marijuana ordinances, but none has had a bigger problem than Los Angeles, where pot shops have proliferated. At one point, the city ordered closure of the shops ? a process that failed amid lawsuits and conflicting rulings by appellate courts.

This time around, the city has a stronger case if faced with lawsuits by pot shop owners, city officials said. A recent appellate court ruling seems to support the new ordinance that refers to a marijuana collective as three or fewer people.

The ban also allows hospices and home health agencies to provide medical pot.

"A judge could file an injunction but we think that is unlikely," said Jane Usher, a special assistant city attorney.

The ban comes during a confusing time for Californians ? despite voter approval in 1996 for medicinal use of marijuana with a doctor's recommendation. The state Supreme Court has decided to clarify marijuana's hazy legal status by addressing whether local governments can ban medical marijuana clinics. But a hearing has yet to be set by the high court.

Meanwhile, U.S. authorities have cracked down on pot clinics around the state, saying such operations remain illegal under federal law.

Los Angeles passed an ordinance two years ago that was supposed to shutter hundreds of pot dispensaries while capping the number in operation at 70. But a set of legal challenges against the city by collectives and last month's expiration of the ordinance thanks to a sundowner clause led to another surge of pot shops. City officials said 762 collectives have registered with the city and as many as 200 more could exist.

"We need to start with a clean slate," Councilman Mitchell Englander said before the vote. "Los Angeles has experimented with marijuana and has failed."

However, the ban could be temporary for some dispensaries. A motion made by Councilman Paul Koretz called for city staff to draft an ordinance that would allow for about 180 pot shops to be reopened that were in business before a moratorium was enacted several years ago. That motion isn't expected to be considered for several months.

After the vote Tuesday, some medical marijuana advocates shouted expletives, while others questioned where they could get the drug in the future.

"You don't care about people!" yelled one person.

At least 178 California cities from Calistoga to Camarillo and 20 counties already have banned retail pot shops, according to the medical marijuana advocacy group Americans for Safe Access.

Reflecting the murky language of the state's medical marijuana laws, a handful of dispensaries have successfully challenged such local prohibitions in court along with laws that merely sought to regulate dispensaries.

Most recently, an appeals court in Southern California struck down Los Angeles County's 2-year-old ban on dispensaries, ruling that state law allows cooperatives and collectives to grow, store and distribute pot. But in a separate case, an appeals court said federal law pre-empts local municipalities from allowing pot clinics.

The hearing came a day after a priest, drug counselors and others decried crime and other social problems they say surround neighborhood marijuana dispensaries.

Among those who spoke at that gathering was a woman who complained about having to push her baby's stroller through clouds of marijuana smoke near dispensaries in her East Hollywood neighborhood.

Daniel Sosa, a medical marijuana advocate, told council members during the hearing it's fruitless to approve a ban that won't have any merit, and will likely lead to more lawsuits.

"If you can't enforce it, why are you going to pass something?" Sosa asked the council.
