Wealthy Greeks of Switzerland ?re Skeptical Over Investing in ...

Extensive talks are being held lately on the willingness of rich Greeks living abroad to help their debt-ridden homeland with investments that would boost the economy and create new jobs.

Although several initiatives have already been organized by Diaspora Greeks, extremely wealthy Greeks currently living in Switzerland seem rather skeptical over investing their money in an already crippled country, where bureaucracy and strikes are hard to deal with.

According to Swissinfo.ch, there are not many Greeks living abroad ?rushing to invest in their homeland? although they personally feel proud to be Greeks.

Greek lawyer Ilias Bissias, an expert in cross-border legal cases between Switzerland and Greece, told swissinfo.ch that Greece is ?hostile? to new investment projects at the time and that Greek owners of Swiss bank accounts are not willing to move their money to Greece.

The new taxation agreement between the two countries has been unsettling for the Greeks owning bank accounts in Switzerland, and many of them are thinking of transferring their money to the United Arab Emirates or Singapore.

USA picks up Greg Berlanti's "Political Animals" (Reuters)

LOS ANGELES, Jan 30 (TheWrap.com) ? The USA Network is heeding its "Animal" instincts and giving the go-ahead to the latest project from "Brothers & Sisters" executive producer Greg Berlanti.

The network has picked up the six-hour drama series "Political Animals." Produced by Berlanti and Laurence Mark, the series will take "a bold and significant look at a fictional first family in turmoil," according to USA.

"Political Animals" will center around divorced former First Lady Elaine Barrish, who's currently serving as the Secretary of State and finds an unlikely ally in a D.C. journalist who had previously dedicated herself to tearing Barrish to pieces.

"The provocative drama series will tap into the behind-the-scenes dynamics of a high-profile political dynasty, the dark -- yet real -- human side of life, and the often-disastrous effects of political ambition," the network said.

"Political Animals" is slated to launch in summer 2012. Berlanti wrote the pilot, and will also direct and serve as an executive producer, along with Mark. Berlanti Productions and Laurence Mark Productions are producing in association with Warner Horizon Television, with Melissa Kellner Berman of Berlanti Productions serving as co-executive producer.

The series joins several other recently announced USA projects, including the reality series "The Moment," starring NFL star Kurt Warner, and the Nathan Lane comedy pilot "Local Talent."

Berlanti also recently sold a pilot based on the comic-book character Green Arrow to the CW. Titled "Arrow," the pilot promises a "modern retelling" of the comic-book legend.

Oil prices dip near $99 a barrel (AP)

NEW YORK ? Oil prices are down on concerns that the U.S. economy could slow and investors' worries eased about supply disruptions in the Persian Gulf.

Benchmark crude fell by 34 cents to $99.22 per barrel in New York on Monday. Brent crude, which is used to price foreign oils that are imported by U.S. refineries, lost 28 cents at $111.18 per barrel in London.

The Commerce Department said Americans kept a tighter grip on their wallets in December. Consumer spending was flat, even though incomes rose by the most in nine months. The economy relies heavily on consumer spending, and analysts say the economic recovery could stall and energy demand may stay weak if spending doesn't pick up.

Meanwhile, Iran welcomed international weapons experts into the country in hopes of refuting claims that it is building a nuclear weapon. That eased concerns about possible military action in the region. Still, Europe plans to embargo Iranian oil this summer to pressure Iran about its nuclear program. If that happens, Iran says it could retaliate by blocking passage through the Persian Gulf, where tankers carry one-sixth of the world's oil exports.

The U.S. is ready to implement sanctions on Iran's central bank that will make it harder for Iran to sell oil.

Gasoline pump prices rose by a penny on Monday to $3.43 per gallon, according to AAA, Wright Express and Oil Price Information Service. A gallon of regular is 15.3 cents higher than it was a month ago and 33 cents higher than it was last year.

In other energy trading, heating oil was flat at $3.07 per gallon and gasoline futures fell 5 cents to $2.88 per gallon. Natural gas futures fell by 1 cent to $2.75 per 1,000 cubic feet.

It's fun rewatching a?movie you love over and over again, but it sometimes gets old when you already know its plot twists like the back of your hand. Eve Sussman's new film overcomes this problem by telling a different story every time it's shown, thanks to a computer that edits it in real time.

The flick called?whiteonwhite:algorithmicnoir was recently shown thrice at the 2012 Sundance Film Festival, and each screening told a story vastly different from the other. According to Sussman and co-writer Jeff Wood, one screening was painful to watch, one was mediocre, and one was outstanding. Their secret lies in a program that strings full a movie together out of 3,000?video clips, 150 pieces of?music, and 80 voiceovers.

Installed on a Mac G5 computer tower they dubbed "serendipity machine," the program relies on tags to choose the clips it plays ? a process similar to how internet radio?Pandora works. So if the first clip the computer picks is tagged "science," the program looks for other clips with the same tag and chooses one among them as the next sequence.

Wood and Sussman admit that the program doesn't always work the way they expect it to, but that aspect lends the movie a semblance of reality. "We all have good days and bad days. We have moments where [something] interesting happens that you might try to hold onto, but you can't. In that way, [this film] is just like life," Sussman tells Wired.

whiteonwhite:algorithmicnoir focuses on a geophysicist named Holz, and has a predominantly chilly atmosphere emphasized by its grayish tone. It's inspired by classic sci-fi films?Alphaville by Jean-Luc Godard and?Solaris by Andrei Tarkovsky. After Sundance, the movie will be shown at the?Berlin International Film Festival and at the?Santa Fe SITE contemporary art space.

Scientists reveal how cholera bacterium gains a foothold in the gut

A team of biologists at the University of York has made an important advance in our understanding of the way cholera attacks the body. The discovery could help scientists target treatments for the globally significant intestinal disease which kills more than 100,000 people every year.

The disease is caused by the bacterium Vibrio cholerae, which is able to colonise the intestine usually after consumption of contaminated water or food. Once infection is established, the bacterium secretes a toxin that causes watery diarrhoea and ultimately death if not treated rapidly. Colonisation of the intestine is difficult for incoming bacteria as they have to be highly competitive to gain a foothold among the trillions of other bacteria already in situ.

Scientists at York, led by Dr. Gavin Thomas in the University's Department of Biology, have investigated one of the important routes that V. cholerae uses to gain this foothold. To be able to grow in the intestine the bacterium harvests and then eats a sugar, called sialic acid, that is present on the surface of our gut cells.

Collaborators of the York group at the University of Delaware, USA, led by Professor Fidelma Boyd, had shown previously that eating sialic acid was important for the survival of V. cholerae in animal models, but the mechanism by which the bacteria recognise and take up the sialic was unknown.

The York research, funded by the Biotechnology and Biological Sciences Research Council (BBSRC), demonstrates that the pathogen uses a particular kind of transporter called a TRAP transporter to recognise sialic acid and take it up into the cell. The transporter has particular properties that are suited to scavenging the small amount of available sialic acid. The research also provided some important basic information about how TRAP transporters work in general.

The leader of the research in York, Dr. Gavin Thomas, said: "This work continues our discoveries of how bacteria that grow in our body exploit sialic acid for their survival and help us to take forward our efforts to design chemicals to inhibit these processes in different bacterial pathogens."

The research is published in the latest issue of the Journal of Biological Chemistry and was primarily the work of Dr Christopher Mulligan, a postdoctoral fellow in the Dr Thomas's laboratory.

Blood found where missing Maine girl last seen (Reuters)

(Reuters) ? Authorities have found blood at the Waterville, Maine, home where a missing 20-month-old girl vanished six weeks ago and have serious doubts she was abducted, police said on Saturday.

Toddler Ayla Reynolds of Waterville was last seen when her father, Justin DiPietro, put her to bed on December 16, according to police reports at the time.

DiPietro reported Ayla as missing from the house early the next morning, and hundreds of police officers and local residents searched the area for the girl.

But authorities have since said that they suspect foul play.

"We find it troubling," Maine state police spokesman Stephen McCausland said of the blood, found in the basement of DiPietro's home. "We have serious doubts that she was abducted."

The blood is still being analyzed at the crime lab, McCausland said. He would not say how much blood was found or whose it might be.

The Waterville community held a memorial service on Saturday to mark the six week anniversary of her disappearance, McCausland said.

Authorities say they have interviewed numerous family members in Waterville and outside the area.

DiPietro said Ayla, who is 2 feet and 9 inches tall and weighs 30 pounds, was wearing polka-dot pajamas with the phrase "Daddy's Princess" on them. She had a cast on her left arm, which was broken in a recent fall.

The toddler had been living with her father after her mother, Trista Reynolds, checked herself into a 10-day rehabilitation program, police said.

Following rehab, Reynolds, on the day before Ayla was last seen, had filed papers seeking sole custody of the girl.

BEIRUT (AP) ? Syrian opposition activists say an oil pipeline took a direct hit and caught fire as government troops shelled a town in the eastern oil-rich province of Deir el-Zour.

The British-based Syrian Observatory for Human Rights and the Local Coordination Committees say Saturday's shelling of the town of Qoriah killed at least one person.

The groups also reported intense clashes between troops and anti-regime army defectors in the central province of Homs and suburbs of the capital Damascus.

The Syrian uprising, which began last March with mostly peaceful protests, has become increasingly violent in recent months.

The United Nations estimates that more than 5,400 people have died in the turmoil.

The position consists of teaching a total of 32 to 35 first year students divided into two sections of 16 to18 students each. The program teaches predictive writing in the fall and persuasive writing in the spring semesters.

Can economy help Obama reelection? One statistic gives him hope.

Since 1948 only one incumbent president has won reelection with joblessness over 7 percent. There is another unemployment statistic, however, that could play in President Obama's favor.

With the nation's jobless rate edging downward and news Friday that the economy grew at a 2.8 percent pace in the fourth quarter, it's possible that the state of the economy may now be transforming from a political millstone into less of a losing issue for President Obama.

Polls released this week show President Obama ahead in potential match-ups against Mitt Romney or Newt Gingrich.

But Obama is still struggling with low approval ratings, and forecasters generally envision a tight race for the White House, with still-high unemployment offsetting Mr. Obama's status as the incumbent.

It certainly doesn't look like he'll coast to an easy win.

Consider that in the time period since 1948 (for which monthly unemployment data are available) only one incumbent president has won reelection with joblessness over 7 percent. That was Ronald Reagan in 1984. Today the unemployment rate is higher than it was then, and many economists expect it to remain above 8 percent through much or all of 2012.

But here's another data point to consider: No incumbent seeking reelection has lost with unemployment falling for two years prior to the vote.

It may be the relative direction of the economy, rather than the absolute level of unemployment, that most determines voters perceptions of how a president is doing on pocketbook issues.

If that's the case, Obama's reelection hopes look brighter.

When Reagan was reelected, joblessness was high but had been falling for two full years.

When George H. W. Bush lost in 1992, unemployment had barely begun to edge down after a recession the year before. When Gerald Ford lost in 1976, the jobless rate was falling for about a year and half. Another big factor in that vote: Americans were disillusioned with Washington after the?Watergate scandal, and outsider Jimmy Carter promised change.

Obama can point to more than two years of decline in the jobless rate, with more than nine months still to go before the election. (Unemployment peaked at 10 percent in October 2009.)

At the same time, what's distinctive is the depth of the recession from which the nation is still recovering. It was the worst since the Great Depression of the 1930s.

The president chose his words carefully earlier this week in a State of the Union speech that was, as much as anything, an official launching point for his year-long campaign. "The state of our Union is getting stronger," he said, acknowledging the financial stress millions of Americans feel but pointing to progress in job creation and factory-floor expansion.

London 2012: Olympic Village Handed Over To Organisers For Games Fit-Out

With only six months until the London 2012 Olympics, the village that will be home to athletes and officials during the Games saw its first deliveries, which included more than 5000 toilet brushes.

The carefully designed Olympic village is located within walking distance of the stadiums, as competition ramps up among the athletes, living alongside each other and in the shadow of the impressive arenas.

Four-time Olympic rowing champion Sir Matthew Pinsent helped lift the first of more than 16,000 beds that will be installed in the village.

The gargantuan task of bringing in 64,000 bed sheets and 5,000 bins, 9,000 wardrobes and more than 170,000 coat hangers has now begun. Work began initially on the thousands of apartments in 2008.

With comfort a priority for the hard training sportsmen and women, up to 11,000 sofas and 21,000 pillows will also be shipped onto the site.

There is also the temporary 24 hour, 5,000-seat main dining area plus cafe to get ready along with the Olympic Village Plaza.

This is set to be the main social hub complete with a cafe, general store, bank, beauty and grooming salon, internet lounge, London 2012 shop and entertainment centre.

There will also be a welcome centre, an initial arrival point where athletes and officials will be officially accredited for the Games.

London 2012 chief executive Paul Deighton claimed that the costs of the ?9.3 billion Olympic project was in "very good shape" in the face of reports that the budget could spiral to ?24 billion.

Sky News said a compilation of costs not included in the public sector funding package came to an extra ?2.4 billion but when the counter-terrorism budget, intelligence and security costs, extra policing and transport upgrades were included, the total came to just over ?24 billion.

Mr Deighton said: "They have added up the peripheral bits around the country and government to help the Games succeed.

"Other budgets are applied to the Games because they think it is a great way of spending money.

"I regard that as people exploiting the greatest opportunity to celebrate and invest in our future that this city is going to have in most of our lifetime. I regard that as a good thing."

VisitBritain chief executive Sandie Dawe said the Games would be "our chance to shine" for various sectors of British industry.

She said: "With only six months to go until the opening ceremony of London 2012, we are ramping up our public relations and marketing activity across the world.

"While the lighting of the cauldron to mark the beginning of the Olympic Games is a highly anticipated moment, we recognise it is also a time when four billion viewers around the globe will turn their attention to London - and Britain."

After the games, the apartments will be transformed into new accommodation for Londoners. The government has pledged to create 1,379 affordable homes, that are sustainable houses

BARCELONA, Spain (AP) -Barcelona midfielder Xavi Hernandez has labeled Real Madrid's players bad losers and animals after his club won their latest ill-tempered matchup.

Barcelona eliminated cup holder Real Madrid from the Copa del Rey quarterfinals with Wednesday's 2-2 draw at the Camp Nou.

El Mundo newspaper's website released Barca TV footage on Friday of Xavi caught off camera speaking about the game.

"In the changing room, they were (complaining). They're unbelievable - they don't know how to lose," the Spain midfielder said.

Xavi's comments will do little to calm the tense rivalry as he also labeled Madrid players "animals" for their physical challenges, specifically Lassana Diarra after the Madrid midfielder escaped a second booking in the closing moments of the first half.

"I said to him, you just showed (Lionel) Messi a yellow card and now the second one, what happened to it? Send him off," Xavi said he told referee Fernando Teixeira, adding: "It's the player who is responsible, especially if you challenge like an animal."

Madrid ended the match with 10 men after Sergio Ramos was sent off in the 88th minute, and Madrid was vocal in its criticism of Teixeira.

Madrid assistant coach Aitor Karanka, speaking instead of coach Jose Mourinho as he often does, responded to Xavi's statements on Friday.

"Of course Real Madrid knows how to accept losing, but not in that manner," Karanka said.

Mourinho criticized Teixeira in the postgame news conference and reportedly waited for the referee after the game to voice his opinion.

"Teixeira, you'll go and smoke a cigar now and laugh without feeling any bit of shame," El Mundo Deportivo newspaper quoted Mourinho as saying to Texeira, publishing a photo of the coach in the Camp Nou car park.

Karanka offered a qualified defense of Mourinho.

"Everyone knows our coach has a certain way of being, and there are times when he is OK and others when he's not," Karanka said.

While Madrid played perhaps its best match against Barcelona since Mourinho's arrival in 2010, the team has lost nine times and won only once in the last 14matches against its fiercest rival.

Madrid leads the Spanish league by five points at the halfway point of the season, with three-time defending champion Barcelona in second spot.

Fed unlikely to raise rates until at least 2014 (AP)

WASHINGTON ? The Federal Reserve went further than ever Wednesday to assure consumers and businesses that they'll be able to borrow cheaply well into the future.

The Fed pushed back the date for any likely increase in its benchmark interest rate by at least a year and a half, until late 2014 at the earliest.

Its new timetable showed the Fed is concerned that the economy's recovery remains stubbornly slow. But it also thinks inflation will stay tame enough for rates to remain at record lows without igniting price increases.

Chairman Ben Bernanke cautioned that the Fed's late-2014 horizon for any rate increase is merely its "best guess." It has the flexibility to shift its timetable if the economic picture changes. But speaking at a news conference later, Bernanke said:

"Unless there is a substantial strengthening of the economy in the near term, it's a pretty good guess we will be keeping rates low for some time."

The Fed's tepid outlook also suggests it's prepared to do more to help the economy. One possibility is a third bond-buying program. The idea would be to further drive down rates on mortgages and other loans to embolden consumers and businesses to borrow and spend more.

In a statement after a two-day policy meeting, the Fed held out the possibility of taking such action later. It said it's ready to adjust its "holdings as appropriate to promote a stronger economic recovery in the context of price stability."

Treasury yields fell after the Fed made its announcement around 12:30 p.m. EST. But yields stopped falling after the Fed later issued forecasts for the economy and interest rates. They showed that while some members foresee super-low rates beyond 2014, six of the 17 members forecast a rate increase as early as this year or next.

It was the first time the Fed had released interest-rate forecasts from its committee members. It will now do so four times a year, when it also updates its economic outlook.

The rate forecasts are an effort to provide more explicit clues about the Fed's plans. They also coincide with a broader Fed effort to make its communications with the public more open.

Lower yields on bonds tend to encourage investors to shift money into stocks, which can boost wealth and spur more spending.

Stocks, which had traded lower before the Fed's announcement, quickly recovered their losses. The Dow Jones industrial average, down about 60 points before the announcement, closed up 83 points.

Though Bernanke stressed the Fed's ability to adjust rates as its outlook shifts, some analysts expressed concern.

Dana Saporta, an economist at Credit Suisse, said the now-much-longer timetable for a likely rate increase could compromise the Fed's credibility if it must raise rates before late 2014. Unexpectedly strong growth and inflation could force such an increase.

"It's striking that the Fed would make an implicit commitment for almost three years," Saporta said. "It seems like an awfully long time to make such a statement. Given that no one knows what will happen ... the (Fed) may eventually regret this."

The Fed slightly reduced its outlook for growth this year. It thinks the economy will grow up to 2.7 percent this year. That's down from its November's forecast of up to 2.9 percent.

But it sees unemployment falling as low as 8.2 percent this year, better than its earlier forecast of 8.5 percent. December's unemployment rate was 8.5 percent.

For the first time, the Fed provided an official target for inflation ? 2 percent ? in a statement of its long-term policy goals. It didn't set a target for unemployment. But it said unemployment between of 5.2 percent and 6 percent would be consistent with a healthy economy.

In his news conference, Bernanke noted that the Fed expects the economy's growth to remain only moderate over the next year. He pointed to the persistently depressed housing market and continued tight credit for many consumers and companies.

Julie Coronado, an economist at BNP Paribas, said she thought the Fed is signaling it will boost its purchases of bonds and other assets if the economy's growth fails to accelerate, even if it doesn't slow.

That is a "very low bar indeed," she wrote in a note to clients.

The Fed described inflation as "subdued." That was a more encouraging description than it offered last month. A more positive outlook on prices gives the Fed more room to keep rates low.

"This is a fairly clear-cut signal that inflation is not on their radar at this point," Tom Porcelli, an economist at RBC Capital Markets, wrote in a research note.

The Fed's statement was approved on a 9-1 vote. Jeffrey Lacker, president of the Richmond regional Fed bank, dissented. He objected to the new time frame for a rate increase.

The extended time frame is a shift from the Fed's previous plan to keep the rate low at least until mid-2013. Some economists said the new late-2014 target could lead to further Fed action to try to invigorate the economy.

The central bank has kept its key rate at a record low near zero for about three years. Its new time frame suggests the rate will stay there for roughly an additional three years.

Beyond the adjusted outlook for interest rates, Wednesday's statement closely tracked the Fed's previous comments about economic conditions. It used the same language as before in describing Europe's debt problems and the impact on the world economy.

The economy is looking a little better, according to recent private and government data. Companies are hiring more, the stock market is rising, factories are busy and more people are buying cars. Even the home market is showing slight gains after three dismal years

Still, the threat of a recession in Europe is likely to drag on the global economy. And another year of weak wage gains in the United States could force consumers to pull back on spending, which would slow growth.

The Fed has taken previous steps to strengthen the economy, including purchases of $2 trillion in government bonds and mortgage-backed securities to try to cut long-term rates and ease borrowing costs.

Some Fed officials have resisted further bond buying for fear it would raise the risk of high inflation later. And many doubt it would help much since Treasury yields are already near historic lows.

The Fed said Wednesday that it would keep its holdings of Treasury securities and mortgage-backed bonds at record levels and continue a program to further drive long-term rates lower by selling shorter-term securities and buying longer-term bonds.

Sex ... with an iPad case?

In the near future, choices for an iPad case will include one that probably won't be one pulled out in public: a case melded with a sex toy that allows guys to, well, do stuff.

Earlier this month at the Consumer Electronics Show in Las Vegas, we saw some strange iPad add-ons, but nothing that comes close to the anatomically precise peripheral that also functions as a sex partner.

The prototype is still in the conceptual phase, but the makers of the Fleshlight, a flashlight-shaped toy that includes a rubbery mold of a woman's ... um ... parts,?is fashioning its signature self-gratification device into an iPad case.

The FleshliPad Holder, as it is being called now, seems to be the best way for Apple fanboys to show their affection.

Though the product isn't yet available in stores (and probably won't ever make it to your local Target), Gizmodo confirmed with Fleshlight COO Brian Shubin that it is currently in development.?(Here's a link to the Seriously Not Safe For Work Gizmodo post, where you can see the slightly censored photos of the prototype, but again we stress: Not Safe For Work.)

No word on whether Fleshlight is developing a version for the ladies ... but in the world of sex toys, anything's probable.

You can't deny that Google often hands out marvelous tools for the masses to utilize (yes, some can be a miss), and today the King of Search is launching a fresh virtual apparatus as part of its Crisis Response project. Dubbed "Public Alerts," the feature is accessible from within Google Maps, keeping you in the loop during times of high alert. Your search query will trigger things like weather relevant to your area, public safety and earthquake alerts -- all of which are provided by the NOAA, the National Weather Service and the US Geological Survey. The Crisis Response squad says its goal is "to surface emergency information through the online tools you use everyday," which is a great idea, but we honestly hope that you don't have to use it very often. Those of you stateside can start using Public Alerts now -- as for the rest, let's hope that the search giant brings its alerts to a map near you sooner rather than later...

Egyptians see remarkable year not living up to potential

Temporary monuments are erected in Tahrir Square on Wednesday as thousands of Egyptians gather to mark the one year anniversary of the uprising that toppled President Hosni Mubarak.

They are scenes reminiscent of Egypt's 18-day revolution that toppled the 30-year rule of Hosni Mubarak.

Men and women, young and old, Muslim and Christian, rich and poor, secular and conservative ? all back in the symbolic heart of Egypt?s revolution, Tahrir Square. They are also in cities all across the country.

But the unity seen during Egypt's revolution in 2011 has been replaced by widening differences over where the country stands one year later.

The difference revolves around the transition to democracy. Is it on the right path? Led by the right people? Genuine or simply cosmetic? Actions versus promises. Accomplishments versus rhetoric.


Wednesday marked the one-year anniversary of the beginning of the uprising that ousted Mubarak.

Some gathered in the square to celebrate that revolution. They said the past year had been one of transformation. They cited a newly elected lower house of parliament, new individual freedoms and an explosion of political parties running the gamut.

Those gathered Wednesday celebrated the accomplishments of the revolution. Those accomplishments cannot simply be dismissed. The pace of reform may be slow, but change has been tangible.

Those here commemorating the revolution argued change has been cosmetic. One regime has simply been replaced by another.

"We have changed the driver in the car, but you have not changed the car or its direction," one protester told me. "Only when the direction of the car changes will the revolution be considered successful," he added.

Those commemorating the revolution said the anniversary should serve as a reminder of what Egyptians can accomplish when they are united. The past year has not lived up to its potential. They cited thousands of civilians in military trials as evidence that the ruling military council -- all appointed by Mubarak coincidentally -- has resorted to the same draconian measures as its predecessor. They said that in the past year, not a single senior officer of the internal security forces or minister has been convicted in the killings of around 800 protesters. So for them, Wednesday was about renewing demonstrations against the ruling military council.

The military council said it's holding the ship steady on the course to democracy. And while it has changed the timetable to elections a few times, it has done so only when events on the ground rapidly deteriorated and protests flared up. On one hand that showed it had been responsive to public sentiments and street protests; but on the other hand, it continued to act unilaterally when it came to fundamental issues concerning the process of reform. It retained exclusive power over the security services and the judiciary. It has refused to delegate powers and authority to the military-appointed prime minister or the newly elected lower house of parliament. At the same time, the military has issued a declaration of constitutional principles that many interpret as an attempt to retain powers after a new government is directly elected.

And of course? there are the new democratic realities that have emerged in post-revolution Egypt. New political parties, but not necessarily new political voices. The loudest so far has been that of the Muslim Brotherhood and the ultra-conservative Salafist movement. Between the two of them, they overwhelmingly won the majority of seats in parliament. Will their mandate from the people be seen as a direct order to challenge the military? Some argue the Islamists are content with the democratic process undertaken by the military because it has paved their way to power. They fear the two have cut backroom deals. The military will move the democratic process at a pace and under conditions favorable to Islamist parties at the expense of the lesser and weaker secular and liberal forces. In exchange, the Islamists will not mobilize their massive street support against the military or hold them accountable for past misdoings going forward.

So whether Egyptians celebrate, commemorate or reinvigorate their January 25 Revolution, one thing is for certain, it has been a remarkable year in the history of this country.

UN's new Afghan envoy heartened by talk of peace (AP)

KABUL, Afghanistan ? The U.N.'s new representative to war-torn Afghanistan said Wednesday that he was encouraged by widespread discussion about prospects for making peace with the Taliban.

Jan Kubis, the new special representative of the U.N. Secretary-General, said that he thinks the Afghan people are tired of the 10-year war and are interested in supporting steps that would bring more stability and eventually peace to Afghanistan.

"Political forces are discussing it. The parliament is discussing it. Civil society is discussing it at all levels ? not only at the top level, but in the provinces," said Kubis, who arrived in Afghanistan about a week ago and has been meeting with Afghan President Hamid Karzai and other top Afghan and international officials. "People are trying to understand what can we do to support this."

The U.S. has engaged in talks with Taliban figures, and the Afghan government and other regional players have also opened lines of communication with the insurgency as a way to find a political resolution to the war.

Kubis said that no major, relevant party can be excluded from the discussion.

He cautioned that the country was still dangerous.

"It's obvious to everyone that the security situation is still volatile," Kubis said. "Unfortunately, suicide and terrorist attacks are a part of the life here. What is tragic and sad is that unfortunately, suicide attacks are targeting, indiscriminately, civilians, including children and women.

Kubis succeeds Staffan de Mistura, who headed the United National Assistance Mission in Afghanistan from March 2010 to December 2011. Prior to taking up his new position, Kubis was executive secretary of the U.N. Economic Commission for Europe.

He said his priorities were to link security and development, promote reconciliation and work on issues related to governance, human rights, election and legal reforms.

Kubis arrives as international development assistance is declining and foreign combat forces have started to withdraw ? a gradual process that is to be completed by the end of 2014.

Some countries, including France, are under domestic political pressure to pull out of the unpopular war early.

France halted its training programs for the Afghan military and threatened to withdraw its forces earlier than planned after an Afghan soldier shot and killed four French troops last Friday in eastern Afghanistan. On Wednesday, French President Nicolas Sarkozy was scheduled to travel to southeastern France for a ceremony honoring the victims.

In recent days, top French officials in recent days have sought to dispel concerns abroad about a possible crack in the NATO-led alliance in Afghanistan and a hasty exit by France.

Prime Minister Francois Fillon told parliament Tuesday that France is keeping to plans to withdraw 600 troops this year ? in line with its previous schedule pegged in part to a gradual U.S.-led withdrawal by 2014.

France currently has about 3,600 troops in Afghanistan.

Afghan President Hamid Karzai is scheduled to visit France on Friday and meet with Sarkozy.

Afghan Defense Ministry spokesman Gen. Mohammad Zahir Azimi said Wednesday that an investigation is ongoing into the attack on the French. He would not confirm speculation that the attack was motivated by a video purporting to show U.S. Marines desecrating Taliban insurgents' bodies, or for some other reason.

He said the Afghan soldier, who is in custody, is 21 years old and had been in the Afghan National Army less than three months.

"Our initial investigation is not completely clear," Azimi said.

The 39-second video, which showed what appeared to be Marines urinating on the corpses of Afghans, drew immediate condemnation from all sides when it surfaced on YouTube earlier this month.

The attack was latest of several by an Afghan soldier on international troops working with the national army. There have been more than a dozen such turncoat attacks in two years, although the U.S.-led coalition says they are isolated incidents that do not point to a wider trend nor to organized Taliban infiltration.

French investigators are traveling to Afghanistan to assist in investigating the attack.

The NATO force in Afghanistan said one of the coalition's service members was killed by a roadside bomb on Wednesday in the country's volatile south. The statement gave no further details, including the nationality of the service member.
